PORTSMOUTH-- A family of five escapes a fire that burned down their home.

The fire started around 4:30 a.m. on Sunday morning at the 4100 block of South St. in Portsmouth.

Hillary Clinton hospitalized with blood clot

WASHINGTON (Reuters) - U.S. Secretary of State Hillary Clinton was sent to the hospital on Sunday with a blood clot stemming from a concussion she suffered earlier this month and was being assessed by doctors, a State Department spokesman said.

"In the course of a follow-up exam today, Secretary Clinton's doctors discovered a blood clot had formed, stemming from the concussion she sustained several weeks ago," spokesman Philippe Reines said in a statement.

"She is being treated with anti-coagulants and is at NewYork-Presbyterian Hospital so that they can monitor the medication over the next 48 hours," Reines said, adding that doctors would continue to assess her condition.

"They will determine if any further action is required," he said.

U.S. officials said on December 15 that Clinton, who earlier canceled an overseas trip because of a stomach virus, suffered a concussion after fainting due to dehydration.

They have since described her condition as improving and played down suggestions it was more serious.

Clinton's illness forced her to cancel planned testimony to Congress on December 20 in connection with a report on the deadly attack on the U.S. diplomatic post in Benghazi, Libya, in September that killed the U.S. ambassador and three other Americans and raised questions about security at far-flung posts.

Clinton, 65, has said she remains ready to testify and was expected to appear before congressional committees this month before she steps down, as planned, around the time of U.S. President Barack Obama's inauguration in late January.

Clinton, who narrowly lost the Democratic presidential nomination to Obama in 2008, is consistently rated as the most popular of his cabinet members and is often mentioned as a potential presidential candidate in 2016.

Germany to avoid recession in 2013- employer association head

BERLIN (Reuters) - Germany will avoid recession in 2013 and achieve growth rates similar to 2012, Dieter Hundt, leader of Germany's employer association, said in an interview with Reuters.

"I'm expecting that we won't experience recession in Germany next year and the economy will once again grow at similar levels as this year," Hundt said.

The German economy has so far managed to fend off the euro zone's troubles, expanding by 4.2 percent in 2010 and 3 percent last year.

The country's gross domestic product in 2012 is expected to grow by about 0.9 percent. In 2013, private economists have forecast GDP to increase by about 0.7 percent, down from mid-2012 predictions of 1.3 percent.

Hundt also said that he was concerned about high wage demands in Germany in 2013 after workers got big increases in 2012 thanks in part to intervention by Chancellor Angela Merkel and members of her cabinet.

Even though unions are calling for big increases again in 2013, Hundt said he was confident wage deals would be moderate.

He said he expected the wage negotiators would continue their flexible policies that differentiated between sectors doing well and others that were struggling.

He was optimistic the unions would factor in the slight economic weakening in Germany this year into their demands.

Internet Marketing ? Your Home Page Doesn't Matter

Internet marketing is NOT about pretty and shiney anymore and the sooner you understand your home page doesn?t matter, the more money you will make and the more leads you will get!

Internet Marketing - Your Home Page Doesn't MatterAlright, this is blasphemy and I know that there will be outrage about it, but your home page doesn?t matter in web design.

I say this after looking at analytics from many different sites, and what I noticed right away was that there is a very small portion of people who actually come to your home page. Okay, I KNOW that some of you are optimizing your home page, you are driving paid traffic to it, etc. but in general, the majority of your traffic (if you are a small business owner) will come from blog posts on your site.

Why would that be? You want people to come to your home page so they can see the labor of love that you have done, with flash and an intro page and moving images. Oh the time you took to make sure it was perfect and looking EXACTLY as you wish.

Well, no one is interested in you or your company.

I am sorry to be the one to break this to you, but in todays always on, 24 hour news cycle, get kids to the soccer game, fight to keep your job, information inundated world, NO ONE CARES ABOUT YOU or your little website either.

They care about what YOU can do for THEM. The end. They don?t care if you have a great home page, if you have the right stock photography, if you have a splash page that loads, loads, loads (well they do care and probably leave before it ever gets loaded). They do not have time to try and figure out a complicated website. They want to be able to find the most important navigation links, see that your site looks professionally done and then get to whatever they need.

Prove it!

Okay, here is a lovely little video where I look at the back ends of some our (and my) blogs. You will see overwhelmingly that people are looking at pages that help them, tell them something or that they want to buy, NOT at any home page.

So, please stop trying to make the front of your blog or website look pretty (if you aren?t blogging, that is a shame and a post for another day). Make the most of your internet marketing efforts by producing great content and leave the looks for the other guys!

(AP) ? It started as a way for one Montana family to talk discuss the tragic school shooting of 26 children and adults. Now it's blossoming into an international movement to build a chain of handmade paper hearts to stretch nearly all the way across the nation.

Gala Thompson and her family's Paper Hearts Across America estimate it would take about 19 million small paper hearts to connect Billings, Mont., to Newtown, Conn. They're hoping to gather that many hearts so they can deliver them to the residents of Newtown and show them there's still good in the world.

And the response is growing, with more than 10,000 decorated hearts already sent from as far away as China and Australia, the Billings Gazette reported (http://bit.ly/UmsVfd ).

"It's gone above and beyond what we hoped, really, from the first day," Thompson said. "I was thinking the first 500 hearts we got, that was great. But now, it's grown on its own."

The project is in response to the Dec. 14 shooting at Sandy Hook Elementary School in Newtown. A gunman killed his mother before opening fire at the school, killing 20 children and six adults. He then killed himself.

Word about Paper Hearts Across America spread through news reports and a Facebook page ? which contains a template for the hearts ? and contributions have come from nearly every state.

People are sending boxes of the hearts to Broadwater Elementary in Billings, which agreed to be a collection point until the group reaches its goal. School officials are hanging the hearts in hallways until they're sent to Connecticut.

"The hearts come in boxes and boxes and we all just get so excited," Thompson said. "We've been able to cover the whole inside of one of the school buildings and we're moving to the other one now."

Thompson said she wants people to know that it's not just a project for school kids. She wants universities, families, businesses, hospitals and others to get involved.

"Hopefully, Newtown will be flattered by this gesture and about how many people are compassionate and kind," she said. "There's more kindness in the world than there is hate, and that's what this is all about to begin with."

Things may finally be looking up for US manufacturing, James Fallows argues in the December issue of The Atlantic.?

Even in its battered condition, the American manufacturing sector is still the largest in the world, but its share of the US economy has declined from 20 percent in the early 1980s to just over 10 percent today. In the process, many high-paying jobs moved to China and other lower-wage countries, while Rust Belt communities in the United States were hard hit.

Two trends are likely to get trade winds blowing toward America again, Mr. Fallows contends. First, new technologies emerging in the US, such as 3-D printing, make it easier and faster to design, build, and refine products. Three-dimensional printing allows firms to use computerized molding systems to produce prototypes in minutes or hours. ?A revolution is coming to the creation of things, comparable to the Internet?s effect on the creation and dissemination of ideas,? one industrial design expert told Fallows.

At the same time, tumultuous changes in China are reducing its manufacturing advantages, complicating life for outsourcers and exporters. ?In China, wages are rising, workers are becoming choosier, public resistance to environmental devastation is growing, and the Chinese ?investment led? model is showing strain,? Fallows says.?

Apple?s new CEO

Apple chief executive officer Tim Cook talked extensively about management and corporate creativity in an interview with Bloomberg Businessweek editor Josh Tyrangiel.

Mr. Cook succeeded Apple?s late co-founder Steve Jobs. Mr. Jobs was a major shareholder in the Walt Disney Company and had seen how executives there wasted time trying to figure out what Disney himself would have done after the founder of the company had passed away. Jobs ?removed a tremendous burden for me,? Cook says, by instructing, ?I never want you to ask what I would have done. Just do what is right.?

Apple has taken heat for poor working conditions at massive Foxconn Technology Group factories in China where many of its products are assembled. Cook told Businessweek that Apple would start producing one line of its Mac computers in the US in 2013 ? a modest sign of the brightening prospects for US manufacturing mentioned above.

Creativity, in Cook?s definition, is ?people who care enough to keep thinking about something until they find the simplest way to do it.? He laughed about corporate innovation departments saying that having one ?is always a sign that something is wrong ... you know, put a for sale sign on the door.?

Worshippers rejoice in Jesus' Bethlehem birthplace

BETHLEHEM, West Bank (AP) ? Pilgrims and locals celebrated Christmas Day on Tuesday in the ancient Bethlehem church built over the site where tradition holds Jesus was born, candles illuminating the sacred site and the joyous sound of prayer filling its overflowing halls.

Overcast skies and a cold wind didn't dampen the spirits of worshippers who came dressed in holiday finery and the traditional attire of foreign lands to mark the holy day in this biblical West Bank town. Bells pealed and long lines formed inside the fourth-century Church of the Nativity complex as Christian faithful waited eagerly to see the grotto that is Jesus' traditional birthplace.

Duncan Hardock, 24, a writer from MacLean, Va., traveled to Bethlehem from the republic of Georgia, where he had been teaching English. After passing through the separation barrier Israel built to ward off West Bank attackers, he walked to Bethlehem's Manger Square where the church stands.

"I feel we got to see both sides of Bethlehem in a really short period of time," Hardock said. "On our walk from the wall, we got to see the lonesome, closed side of Bethlehem ... But the moment we got into town, we're suddenly in the middle of the party."

Bethlehem lies 10 kilometers (6 miles) south of Jerusalem. Entry to the city is controlled by Israel, which occupied the West Bank in 1967.

Hardock's girlfriend, 22-year-old Jennifer Gemmell of Longmont, Colorado, compared the festive spirit in Manger Square on Christmas Eve, saying "it's like being at Times Square at New Year's."

The cavernous church was unable to hold all the worshippers who had hoped to celebrate Christmas Day Mass inside. A loudspeaker outside the church broadcast the service to the hundreds in the square who could not pack inside.

Tourists in the square posed for pictures as vendors hawked olive wood rosaries, nativity scenes, corn on the cob, roasted nuts, tea and coffee.

An official from the Palestinian tourism ministry predicted 10,000 foreigners would visit Bethlehem on Christmas Day and said 15,000 visited on Christmas Eve ? up 20 percent from a year earlier. The official, Rula Maia'a, attributed the rise in part to the Church of the Nativity's classification earlier this year as a U.N. World Heritage Site.

Christians from Israel ? Arab citizens and others ? also boosted the number of visitors.

Information technology consultant Martin Wzork came to Bethlehem with his wife and young daughter from Krakow, Poland.

"My wife believes in God, so it's important for her," said Wzork, who described himself as a non-believer. "For me, it's interesting because it's a historical place and famous."

On Christmas Eve, thousands of Christians from all over the world packed the square, which was awash in light, resplendent with decorations and adorned by a lavishly decorated, 17-meter (55-foot) fir tree. Their Palestinian hosts, who welcome this holiday as the high point of their city's year, were especially joyous this season, proud of the United Nations' recognition of an independent state of Palestine just last month.

Israel, backed by the United States, opposed the Palestinian statehood bid, saying it was a ploy to bypass negotiations, something the Palestinians deny. Talks stalled four years ago.

Later Tuesday, the world's Christmas focus will shift to Vatican City, where Pope Benedict XVI will deliver his traditional "Urbi et Orbi" speech ? Latin for "to the city and the world" ? from the central balcony of St. Peter's Basilica to thousands of pilgrims, tourists and Romans gathered in the piazza below.

The speech traditionally reviews world events and global challenges, and ends with the pope delivering Christmas greetings in dozens of languages.

Israel to build 942 more homes in east Jerusalem

JERUSALEM (AP) ? Israel has advanced a project for 942 more settler homes in east Jerusalem closer to construction as part of a new fast-track plan to tighten its grip on the territory.

Palestinians want to establish a capital in east Jerusalem and say any Israeli construction there undermines their claims.

The Interior Ministry says a government planning committee moved the project to the advanced stage of asking contractors to submit bids to build them.

Once a bid is awarded, construction can begin.

The homes are among some 5,000 new settler homes that Israel moved closer to construction in the past week.

Prime Minister Benjamin Netanyahu launched a settlement construction push to punish the Palestinians for winning recognition of a de facto state at the United Nations last month.

Aptina intros 8MP sensors that bring 60 fps, pro-grade video to phones, action cameras

Smartphones and action cameras are no strangers to high-speed video: devices like the HTC One X make it a selling point. They've usually had to crop the frame from a much larger sensor, however, cutting into the final image quality and the field of view. Aptina's new AR0835 and AR0835HS sensors might be the ticket to no-compromise, fast footage. Both 8-megapixel, backside-lit CMOS imagers occupy as much of the sensor as they can when capturing widescreen video at 60 frames-per-second, oversampling HD video at six megapixels; the result is supposedly professional-level video sharpness and viewing angles without the professional-level pricing. Either sensor can also capture 6-megapixel stills mid-video, and they can combine pixels to record 720p video at an even brisker 120 fps. Aptina won't have the action camera-focused AR0835HS in production until first quarter of 2013, but it's already mass-producing the smartphone-oriented AR0835. As such, it shouldn't be long before there's brag-worthy, high-speed home movies sitting in our pockets.

The all-volunteer board, comprised of key stakeholders from around the country, acts as the governing body of the organization in its mission to prevent, control and cure arthritis, the nation's leading cause of disability. McGowan is currently chairman of the board of Hygea Health Holdings, LLC, a comprehensive medical services organization headquartered in Miami, Fla. In 2008, he stepped down as the president of EmblemHealth Services, LLC, the management and service corporation for HIP Health Plans of New York (HIP) and Group Health Incorporated (GHI) , which merged in 2006. Taylor currently serves as founder and president of Eagles Wings Foundation, a foundation focused on supporting Christian and secular organizations helping women and children. She has served as a board member of the Arthritis Foundation South Central Region for three years and previously served on the board of the Arthritis Foundation Eastern Oklahoma Chapter.

Gun group NRA calls for armed guards at all schools

WASHINGTON (Reuters) - The National Rifle Association, the powerful U.S. gun lobby group, on Friday called for armed guards at every U.S. school and rejected the notion that curbs on weapons would protect children in the wake of last week's Connecticut school massacre.

In a rare press briefing, NRA Chief Executive Wayne LaPierre gave an impassioned speech that blamed the media for glorifying violence and perpetuating the idea that tighter gun restrictions would reduce mass shootings.

"They perpetuate the dangerous notion that one more gun ban ? or one more law imposed on peaceful, lawful people ? will protect us where 20,000 others have failed," LaPierre said at the event at a hotel near the White House.

"The only thing that stops a bad guy with a gun is a good guy with a gun."

His approach was rejected by gun control activists who have revived demands for a ban on assault rifles and big ammunition clips after the Newtown, Connecticut killings, which followed a series of mass shootings at schools and public places.

New York Mayor Michael Bloomberg said the NRA offered "a paranoid, dystopian vision" of a more violent country. "While they promote armed guards, they continue to oppose the most basic and common sense steps we can take to save lives - not only in schools, but in our movie theaters, malls, and streets," he said in a statement.

LaPierre, twice interrupted by hecklers who were hustled out, suggested a range of ways to prevent violence besides the school guard program, including better treatment of mental illness and cracking down on gory video games and films.

The NRA had largely been silent since last Friday, when 20-year-old Adam Lanza used a high-powered rifle to shoot dead 20 young children and six adults at close range at the Sandy Hook elementary school.

The massacre of so many children provoked national outrage that some see as marking a tipping point for sweeping federal legislation to restrict weapons and ammunition and a law requiring background checks on buyers before all gun purchases.

President Barack Obama has formed an interagency group led by his cabinet members to come up with specific proposals by January that could include legislation and executive action.

ARMING SCHOOLS

LaPierre, whose organization counts 4 million people as its members, said the United States should focus on quick action that would better arm schools.

He laid out a plan for a "National School Shield" and said former U.S. congressman Asa Hutchinson from Arkansas would head up the NRA's effort to develop a model security program for schools.

"I call on Congress today to act immediately, to appropriate whatever is necessary to put armed police officers in every school ? and to do it now, to make sure that blanket of safety is in place when our children return to school in January," LaPierre said.

There are now about 10,000 armed guards in U.S. schools, most of them in middle and high schools. There are about 130,000 schools in the country. 7

Shooting deaths are common in the United States, where the right to own a gun is included in the Constitution.

Soon after the NRA's press briefing, news spread of another multiple shooting in Pennsylvania. The Altoona Mirror newspaper reported that four people including the shooter were killed and three police officers were wounded in Frankstown Township.

Hutchinson and the NRA officials took no questions after making statements at the 30-minute press event, which was interrupted twice by shouting protesters.

In Washington, some Democratic lawmakers who had not supported gun control said this week they were reconsidering. One, U.S. Representative John Yarmuth of Kentucky, apologized for his earlier silence on the issue.

On Friday, Yarmuth blasted the NRA and said it does not represent the views of its members. "Every American has the right to be safe from guns without carrying a gun. The only meaningful contribution the NRA made today was to the gun manufacturers in the form of free advertising,' he said.

Democratic lawmakers have pledged to reintroduce early next year a measure to reinstate a 1994 assault weapons ban that expired in 2004, among other reforms.

But there was no guarantee that any laws would change. Only one Republican, outgoing Senator Scott Brown, a moderate from Massachusetts who said he backed the assault weapons ban, has said he would support any tightening of gun regulations.

Medea Benjamin, co-director of the peace group Code Pink, who was one of the protesters escorted from the news conference, criticized the NRA and legislators. "If teachers can stand up to gunmen, Congress can stand up to the NRA," she said.

Whether you're gathered around a fire or drinking hot chocolate after a day in the snow, nothing says sweet, squishy fun quite like a marshmallow! Even its name is soft and spongy! Have you ever wondered how marshmallows are made? Long ago people made marshmallows with ingredients from the marshmallow herb, but today we usually make them with other ingredients, namely gelatin, corn syrup and sugar. In this appetizing activity you'll get to explore what ratio of sugar to corn syrup produces the best-tasting and best-textured marshmallows!

Background
Marshmallows are an unusual type of sweet treat?spongy, sticky and a little bit chewy. They have a melting point that is just above body temperature so that they start to change from a solid to a liquid state as soon as they reach the warmth of your mouth?or the heat of a fire! They're also an ancient creation, originally coming from a tall marshmallow plant (Althaea officinalis) that grows in swampy fields and has a soft, spongy root. Its root contains mucilage, a thick, gluey substance produced by some plants and microscopic animals to help with food storage and seed germination. Some cultures used the plant to make candy, whereas others used it to make medicine. The ancient Egyptians, for example, dried the root and mixed it with honey to make marshmallow treats, but the French experimented with using its gummy juice to soothe sore throats.

Modern marshmallows no longer contain parts of the marshmallow plant. Instead, the store-bought version is primarily a mix of three ingredients: sugar, corn syrup and gelatin. The gelatin replaces the thick, gluey substance from the marshmallow plant. Varying the ratio of sugar to corn syrup can significantly affect what the resultant marshmallows are like.

Materials

??? ? Two square foil cake pans or round foil pie pans each eight to nine inches wide
??? ? Masking tape
??? ? Pen or marker
??? ? Vegetable oil, such as canola or safflower oil
??? ? Paper towels
??? ? Powdered or confectioner?s sugar
??? ? Small strainer
??? ? Large mixing bowl
??? ? Measuring cups
??? ? Water
??? ? Two plain, unflavored, quarter-ounce gelatin envelopes; available at grocery stores
??? ? Fork
??? ? One half cup of corn syrup, like light corn syrup; glucose syrup is a possible substitute
??? ? One and one quarter cups of granulated sugar
??? ? Small saucepan with lid
??? ? Candy thermometer (must be able to read up to 240 degrees Fahrenheit, or about 115 degrees Celsius)
??? ? Electric mixer or beater
??? ? Measuring spoons
??? ? Pure vanilla extract
??? ? Spatula
??? ? Pizza wheel or cookie cutter approximately one-by-one inch
??? ? Ruler
??? ? Large airtight containers or gallon-size sealable plastic bags
??? ? Taste-testing volunteers (such as friends and family!)

Preparation
??? ? Wash and thoroughly rinse your hands.
??? ? Set out all cooking tools and ingredients so they are ready to go and easy to access.
??? ? Use the masking tape and a pen or marker to label the bottom of one cake pan "1" and the other "2."
??? ? Pour a small amount of vegetable oil on a paper towel and lightly oil the inside of the cake pans. Pour a small amount of powdered sugar in the strainer and lightly dust the inside of the pans.
??? ? Be careful when heating syrup mixtures in the saucepan. An adult should closely supervise these steps.

Procedure
??? ? Pour one sixth cup of cold water into the large mixing bowl. (To get one sixth cup, just fill up the one third measuring cup halfway.) Sprinkle a quarter-ounce packet of gelatin over the cold water. Mix the gelatin and water together for about five seconds with a fork and set the bowl aside. This will give the gelatin time to soften, or "bloom."
??? ? Add one quarter cup of cold water, one half cup of sugar, and one third cup of corn syrup to the saucepan. (This is a 3:2 ratio of sugar to corn syrup.)
??? ? Put the lid on the saucepan and turn the stove to medium-high heat. An adult should closely supervise all work from this point on. The syrup solution, which will become very hot, should be handled with extreme care.
??? ? Lift the lid and check the solution in the saucepan about every 30 seconds until it just comes to a boil. Remove the lid.
??? ? Begin to measure the temperature of the syrup in the saucepan using the candy thermometer. Do not let the thermometer touch the bottom or side of the pan, but instead try to put the tip below the surface, near the middle of the pan. Continue heating your syrup until the temperature reaches 240 degrees Fahrenheit (about 115 degrees Celsius). How does the temperature rise? Does it go up quickly at first? What happens as the syrup becomes more concentrated?
??? ? When the temperature reaches 240 degrees F, immediately turn off the stove and move to the next step. How does the syrup mixture seem to change as it gets closer to this temperature?
??? ? Turn the mixer on low and carefully pour the hot syrup into the large mixing bowl with the gelatin. (Some syrup will likely solidify on the saucepan.)
??? ? Set the timer for 11 minutes and start it.
??? ? Gradually increase the speed of the mixer until it is operating at full (high) speed. Continue to beat for approximately 11 minutes, or until the mixture starts to become very thick, glossy and lukewarm. How does the mixture change as you mix it?
??? ? Add one half teaspoon of vanilla extract and then beat for one more minute. Note how long you beat the syrup.
??? ? Quickly use a vegetable oil?coated spatula to scoop out the marshmallow mixture from the mixing bowl and put it into the prepared cake pan labeled 1. If needed and easy to do, use the spatula to gently smooth down the top of the marshmallow so that it is pretty flat.
??? ? Wash and dry all cooking utensils.
??? ? Repeat the entire activity procedure (not including the preparation) but this time add a three quarter cup of sugar and one sixth cup of corn syrup to the saucepan. (This is a 9:2 ratio of sugar to corn syrup.) (Still add the one quarter cup of cold water to the saucepan first.) In the mixing bowl beat this recipe for the same amount of time. When it is ready, scoop this marshmallow mixture from the mixing bowl and into the prepared cake pan labeled 2.
??? ? Allow the marshmallow "pies" to sit out, uncovered, on a counter for at least four hours (or as long as overnight) so they can become firm.
??? ? Once firm, turn the marshmallow pies over, one at a time, onto a cutting board. Use a spatula to help lift the pies out.
??? ? Roll a pizza cutter or cookie cutter into some powdered sugar and then use it to cut up your marshmallows into approximately one-by-one-inch pieces.
??? ? Dust the marshmallows on all sides with a little strained powdered sugar.
??? ? Place the marshmallows in an airtight container or plastic bag, labeling the container with the number of the recipe (1 or 2).
??? ? Within a week of making the marshmallows, take a marshmallow piece from each bag. Try to find pieces that are as similar in shape and size as possible. Drop each marshmallow in a saucepan of hot water, keeping track of which marshmallow was from each recipe. Watch and see how quickly each marshmallow piece melts. Repeat this melting test three times. Which marshmallow piece melted first?
??? ? Within a week of making the marshmallows, gather your taste-testing volunteers (such as family and friends) to evaluate the marshmallows for taste and texture. Which marshmallows do they prefer? Which ones are the chewiest and which ones are the least chewy? Which are the softest and which are the hardest? You may want to save a few pieces to do some of the "Extra" tests below.
??? ? Extra: In this activity you may have noticed that marshmallow pieces were harder from one recipe than the other. You can try to investigate this more quantitatively. To do this, put a marshmallow square from one of the recipes on a cutting board. Arrange a small cookie cutter so that it can sit on top of the square. On top of the cookie cutter balance a small plastic or paper cup. Put 20 pennies in the cup, one at a time. Did the cookie cutter leave a noticeable impression? Try this with a marshmallow square from the other recipe. Did the cookie cutter leave a more or less noticeable impression?

Phase In Debt-Limit Hikes

Everyone in Washington knows two things:

1.) Obama will try to wriggle out of any spending cuts enumerated in the fiscal-cliff deal. We all know from experience that whenever there is a 1-1 ratio between spending cuts and revenue increases, the ratio falls apart in reality. The tax increases slow the economy, curtailing growth and increasing entitlement spending. Unless there is an enforcement mechanism, spending goes up, not down.

2.) The Republicans will not refuse to raise the debt limit and thus cause the nation to default. If House Speaker John Boehner did not let the government shut down over the 2011 continuing-resolution battle or the subsequent debt-limit fight, he won?t let it close down now.

So, as things now stand, any leverage the Republicans get from the debt-limit fight is purely theoretical and not real.

Here?s how to make it real:

The Republicans should offer to pass a bill now setting a debt limit that rises each quarter pegged to one-third of the revenue growth of the preceding quarter. Thus, two-thirds of all revenue growth ? natural or due to tax hikes ? would go to deficit reduction.

Republicans are unwilling to pull the trigger on default by refusing to raise the debt limit. But a bill to allow gradual increases in the debt limit, at a pace slower than revenue growth, need not trigger default. Instead, the president would be forced to prioritize his spending and borrowing so as to avoid default, pay the military and send out Social Security checks. All the rhetorical handles he has to battle an effort to kill the debt-limit increase will be gone in the face of a phased-in debt-limit hike.

A spending deal with deficit-reduction targets really cannot be enforced. But if those goals are linked to the debt limit, they are self-enforcing.

Obama wants to not only raise the debt limit, but to eliminate it. Without a debt limit, there is no way to stop or even to slow government borrowing. The two normal constraints on public debt growth are not applicable. For other borrowers, lenders can refuse to lend. But the federal government is not planning to borrow from lenders. It will borrow the money it prints and gives to banks in return for worthless mortgage-backed securities. And, in usual circumstances, the interest rate rises as the debt becomes larger and less sustainable. But with the fund for debt service coming from the federal printing press, the Treasury can hold the interest rates to an artificial level of 3.5 percent, as at present.

It is only through debt limits that there is any check on federal borrowing, or even on federal spending. We need to cut off the credit card Washington uses to pay its bills.

But the all-or-nothing approach of current debt-limit brinkmanship leaves false draconian choices for both the president and the Congress and, of course, rattles the markets. But if the debt limit is slated to go up enough to meet debt service and other vital needs, but not enough to give the president all the money he wants, it can be a real check on executive profligacy.

The Republicans need a financial equivalent of the ?flexible response? doctrine Kennedy brought to U.S. defense, rejecting the ?massive retaliation? doctrine of Eisenhower as too drastic ever to really be used. If the only option is the nuclear, then there is no option.

Number of new drugs picks up in Europe and U.S.

LONDON (Reuters) - The number of new medicines approved or pending approval is on the rise on both sides of the Atlantic, painting an encouraging picture for the global drugs industry as it emerges from a wave of patent expiries.

European regulators said on Tuesday that they expect an increase in new drug applications to about 54 in 2013. In the United States, a total of 34 new drugs have been approved for sale so far in 2012 - the highest level in eight years.

The sector badly needs a pick-up in productivity as companies try to refill their medicine chests after a wave of patient expiries that have peaked this year, depriving leading U.S. and European drug companies of more than $30 billion of revenue.

"It bodes well," said Standard & Poor's (S&P) analyst Olaf Toelke, who predicts that strong pipelines will allow most large drugmakers to emerge unscathed from the spike in sales losses.

"It shows that companies are addressing the need to find new drugs to replace those facing patent expiration. They have done their homework and it looks as if the industry will be at least stable in future and not fall off the threatened patent cliff."

The U.S. Food and Drug Administration (FDA), gatekeeper to the world's biggest pharmaceuticals market, still has just over a week to add more approvals to this year's tally - and there are signs that the number will increase further.

Three new products for leukemia, anthrax and Cushing's disease from Ariad Pharmaceuticals, GlaxoSmithKline and Novartis were approved last Friday alone, and the FDA is scheduled to hand down decisions on a further four drugs before the end of the month.

FEWER GENERICS

A green light for all these would take the 2012 tally of new molecular entities (NMEs) approved by the agency's Center for Drug Evaluation and Research to 38 - two more than the 2004 total of 36.

The European Medicines Agency painted a different picture of improving productivity by announcing that its work program for the year ahead included a forecast for 54 new drug applications, up from 52 in 2012, 48 in 2011 and 34 in 2010. These figures exclude medicines designated for "orphan", or rare, diseases.

Significantly, the London-based agency is also expecting a sharp drop in the number of applications from companies to sell generic versions of drugs, to 20 in 2013 from 39 in 2012, given the slowdown in patent expiries next year.

Major U.S. drug companies will lose a total of about $21 billion in revenue this year from lucrative medicines coming off patent, while the hit for European businesses is about $10 billion, according to S&P.

This year's expiries have included Sanofi and Bristol-Myers Squibb's heart drug Plavix and AstraZeneca's antipsychotic Seroquel.

Winning approval from regulators, however, is only part of the battle for drugmakers.

Investors will also be watching closely to see how the new drugs perform commercially once they reach the market, since securing payment for innovative medicines is an increasingly tough fight - especially in austerity-hit Europe.

An analysis by Deloitte and Thomson Reuters this month found that while new drug approvals were increasing, this was offset by lower expected revenues from many individual products.

Packers clinch NFC North with 21-13 win over Bears

CHICAGO (AP) ? The Green Bay Packers have better things to do than trash talk with the Chicago Bears.

Like win the NFC North.

And a few other titles, perhaps.

The Packers delivered the ultimate comeback to the yapping Bears on Sunday, a 21-13 victory that gave Green Bay its second straight NFC North title and put a serious dent in Chicago's playoff hopes. Aaron Rodgers connected with James Jones on all three touchdowns, and Clay Matthews continued his dominance of Jay Cutler with two more sacks as the Packers won their sixth straight against their archrivals.

"Step one is done," Matthews said. "We just have to continue this thing rolling all the way to the playoffs."

The Packers are assured of a home playoff game and, at 10-4, are still in the running for the No. 2 seed in the NFC.

Not bad for a team that began the year 2-3.

"I think this team is playing the right way right now," Rodgers said. "We have two games left in the regular season. We want to be peaking at the right time because those are the teams that make the deep runs."

The Bears, meanwhile, are going to need help to get into the playoffs after dropping five of their last six games. It's a stunning slide for a team that began the year 7-1.

"We're down, but we're not out," Cutler said. "We need to remind the guys that there are two games left, and there's a lot of football left. We've got to get back together. We've got to piece this thing back together ? however we do it."

Running their mouths off clearly isn't the way to go.

Packers vs. Bears is the NFL's oldest and fiercest rivalry, and the Bears cranked up the heat when Brandon Marshall and Lance Briggs ripped their neighbors to the north earlier in the week. Marshall was particularly passionate, saying he'd never disliked a team as much as he did the Packers and that Sunday's game was "personal."

Rather than get drawn into the fray, the Packers saved their response for the field.

"We don't try to trash talk," Green Bay cornerback Sam Shields said. "When we get on the field we trash talk, but not in the paper. We let our actions show on the field."

Marshall scored Chicago's only touchdown, but finished with 56 yards on six catches, his fewest totals in a month. Cutler had another dismal day against the Packers, throwing an interception that led to the game-winning touchdown. He's been picked off 17 times by the Packers, including 10 in his last five games.

The Bears managed only 67 yards the entire second half, and Alshon Jeffery was whistled for offensive pass interference three times ? yes, three ? in the final 16 minutes of the game.

"Everybody involved in this offense should be held accountable, even if that means jobs," said Marshall, who struggled to compose himself as he spoke before cutting short his postgame interview. "It's been this way all year. There's no excuse. We still have two games left. There's still hope, but at the same time, we need to be held accountable."

The Packers piled almost 400 yards on Briggs and his buddies, and turned a 7-0 deficit into a 14-7 lead over the last 4:19 of the second quarter thanks to a pair of Rodgers-to-Jones TDs sandwiched around a Casey Hayward pick.

"That was important. That was really important," Rodgers said of the 14-point swing. "We couldn't them get up a couple scores and get into what they wanted to do, which it looked like they wanted to run (Matt) Forte a lot. Getting ahead of them kind of took them out of some of that stuff."

The Packers made it 21 unanswered points on the first drive of the second half. In another third-and-long situation, Rodgers threw incomplete to Jermichael Finley ? the guy Bears linebacker Lance Briggs had dubbed "an idiot" after the Packers' tight end said he thought Chicago would be better without injured Brian Urlacher.

But Green Bay got a second chance when Chris Conte was called for pass interference. After a delay of game penalty, Rodgers found Jones for a 6-yard score.

It was Jones' first three-touchdown game and the fourth multiple-TD game of his career.

The Bears had chances to get back into it. Green Bay's Mason Crosby missed two more field goals, and Charles Tillman forced a fumble by Ryan Grant that Nick Roach recovered. Chicago got a big break on the next play when Green Bay safety Morgan Burnett hauled Alshon Jeffery down right in front of the end zone ? and right in front of an official. The pass interference penalty gave Chicago the ball at the Green Bay 1.

But the Bears could only get a 34-yard field goal by Olindo Mare out of it after the first of Jeffery's pass interference penalties.

"We're just getting started," coach Mike McCarthy said. "We feel that way as a football team, not trying to be arrogant, (but) we feel there's a lot better football in front of us. It was an extremely important game for everybody involved today, but we fully expected to come in here and win this thing."

NOTES: Matthews has eight sacks of Cutler in eight games. ... The Bears sacked Rodgers three times, with Peppers and Corey Wooton each being credited with 1?. ... Despite two more misses by Crosby, his 11th and 12th this year, McCarthy said the Packers will not be looking for a new kicker. "We're not changing kickers. Write that down right now," McCarthy said. "He's our guy."

Alzheimer?s Patient Dies of Heatstroke After Wandering Away from Concord Assisted Care Center
The Oakland Tribune recently provided an update on a tragic case of elder care neglect that shocked many in our Northern California community this fall. Eighty-six year old Yolanda Membreno suffered from Alzheimer?s disease and dementia and was being cared for at Julia?s Home, a residential assisted care center. On September 30, she wandered away from the facility. She was later found dead at a park, located only a little more than a block from the center. According to a recently completed autopsy report, Membreno died as a result of heat stroke. Her family reports that, aside from the dementia related issues, she had been in good health. The Tribune noted that current law requires care facilities to alert the state when a resident leaves and may be in danger, but they are not required to contact police. Membreno?s family is working with police to pursue possible criminal charges against those who operate the facility.

Neglect as a Form of Elder Abuse Under California Law
California law addresses the problem of elder abuse in the Elder Abuse and Dependent Adult Civil Protection Act. Section 15610.07 of the state?s Welfare and Institutions Code specifies that neglect is a form of elder abuse. This is expanded upon by 15610.57 which defines neglect to include the failure to provide the care that a reasonable person would provide in a similar position. The section further provides examples of failures that constitute neglect including failing to provide needed nutrition, physical and mental health care, and assistance with personal hygiene. Additionally, the law includes failing to protect against health and safety hazards as a form of elder neglect.

It is important to remember that elder abuse can occur in any setting, including a private home where the elderly individual is being cared for by a family member as well as a nursing home or other care facility. In nursing home and other care center settings, neglect often stems from inadequate staffing. This can include having too few staff members and also having staff members that are not properly trained or qualified to provide certain forms of care. Neglect can lead to malnutrition or dehydration; injuries, such as bedsores; falls; and, exacerbated health conditions that could be treated with adequate care. Additionally, when individuals suffer from cognitive impairment, neglect can lead to residents wandering away and suffering injury or even, as in the case of Yolanda Membreno, death.
